The safe system of work
- Treat work on or near electrical systems as dead-working wherever it can be made dead.
- Live working is only justified in rare cases where it is unreasonable to work dead and suitable precautions are in place.
- Plan the work, identify the system, and use the correct test equipment and procedure.
- Only competent, authorised people carry out electrical work; others keep clear.
Required PPE & controls
- Insulated tools, appropriate gloves and arc-rated clothing where the work requires them.
- Approved voltage-test equipment, proved before and after use.
- Barriers, signs and the control of access around electrical work.

Pre-task checks
- Check the system to be worked on is identified and the right one is isolated.

Safe isolation & lock-off
- Where work is to be done dead, the system is identified, switched off and isolated.
- The isolation is secured — locked off — and a caution notice applied so it cannot be re-energised.
- The conductors are proved dead at the point of work with a proved tester before work begins.
- Safe isolation is carried out by a competent person following a recognised procedure — not from reading awareness material.
What you are and are not authorised to do
- You may use electrical equipment as instructed and report faults you notice.
- You must not open, repair or work on electrical systems unless you are a competent, authorised person.
- You must not bypass, override or remove an isolation, lock-off or caution notice applied by someone else.
- Authorisation to work on electrical systems comes from competence and the employer, not from this page.
What to do if something is wrong
- Do not touch a person in contact with electricity; switch off or isolate the supply first.
- Raise the alarm, call for first aid and the emergency services as needed.
- Stop using and report any damaged equipment, lead, plug or socket.

Training & competence
Working on or near electrical systems is generally required by law to be done by competent people — those with the knowledge, training and experience to recognise and control the risk.
